Between competence and loyalty, which criteria would you use to promote a staff?

Between competence and loyalty, which criteria would you use to promote a staff?
The employer has to take both into consideration as a competent but faithless person cannot be promoted as he may harm the company.
 
Although both competency and loyalty are important when considering staff promotions, I prefer to prioritize competence, especially as it's a requirement for a position or role. The higher the position, the more analytical skills, skills, and decision-making abilities are required.
 
Hello everyone, I believe the choice between competence and loyalty when promoting an employee depends heavily on the situation and the type of leadership you're trying to establish. Personally, I think competence should be the priority in most cases, because an employee who demonstrates skills, knowledge, and the ability to fulfill their responsibilities can contribute more to the business's growth. However, loyalty is also important, as a loyal employee is usually reliable and committed to the company's vision. But if I had to choose, I would lean towards competence, because without it, even the most loyal person might not be able to meet the necessary goals and standards. Loyalty can be fostered through a good work environment and recognition, but competence guarantees results and efficiency. Ultimately, finding a balance would be ideal, but if I had to decide, competence would be my primary criterion.
 
I think it has to be a mixture of both, if a person is competent and not loyal, it would not benefit the company. Then in a situation where the person is loyal but cannot perform, it will also affect the business.
