Courier falsely claiming premises are locked

Companies are sending credit cards and other items by courier. One of the largest courier companies in the country is falsely claiming that the premises of the recipient are locked, when the recipient is at home the entire day. What could be the reason why the courier staff is falsely claiming that the house is locked?

If this has happened to multiple people, then there is something fishy going on. Then in a situation where it it just one or two persons, it might be some error, maybe the location was mixed?
