Do apps really stop working on the background when you restrict background apps?

I have some apps like the YouTube app which keeps working on the background. It updates itself and makes my phone to drag.

I have gone on to restrict background activity on it. But it just wouldn't stop running in the background and installing updates by itself. The funny part is that I can't uninstall it.

What do I have to do to completely restrict it or uninstall it?
 
For android phones, the apps are bandwidth and battery sucking demons and they won't truly stop when you restrict background data. They would just pretend as if they have stopped and after some time, they continue in their habits of sucking your battery out.
