Do crypto exchanges need government license to operate?

When it comes to trading crypto, the role of crypto exchanges can't be overemphasized. Given the way counties are haunting crypto exchanges now, is it that a crypto exchange must get a government license to operate in a country to be free from government prosecution?
 
Like every other business, the crypto exchange is still a business and requires a license or approval from the government before they can operate.
 
Of course, every crypto exchange must have a license from the government where it will operate, for example Binance is banned in several countries, also in my country the mobile app is not available, so I have to access via the website and download the Binance APK on an Android mobile.
