Cement are generally packed in bags to be sold. However, I just needed to do a very little work in my shop that involved cement. And I don't have the need for a bag or cement in the near future. It is when someone directed me to buy retail cement that I knew that cement cab be retailed in cups.

There's no retailing of cement here in my place. It's sold per bag. The reason behind it is once a bag of ement is exposed the cement get thicken, and cannot be used again. It's better to buy by sizes of bags of cement. They are sealed, so the cement will be safe.

Yes they do retail cements, but not all shops do this, then there are some who might sell it for you this way only if they know you. Like a regular customer.

Yes! Due to hardship and inflation, almost every essential products use to be sold in little packs. Last week, i bought two cup of industrial milk. Now, most companies have start packing their products in small packs.
