In my country, banking has a rule where to open a bank account they must match the ID card where they live. So we can't create a bank account where we never live.

Many years back I lived in a different city due to my job and when I left that company and returned back to my home city I could not close that bank account there which is still open having very little amount of money in it

Yes, it is better in the city you are in. I don't see the need having a bank account in another city that you don't live in
