It's not true as long as you have the gut and courage to learn along the way. It's learning by doing that matters.

most of us will need to get our personal finance education from our parents (if we're lucky) or learn it ourselves through self-education and emulating the ultrarich.

Definitely not, that wouldn't make any sense. You can learn about finance in many books and even on the internet these days; you don't need a college degree for this.

Sometime it's work and having a degree in finance can be an edge,but for me I don't think that having a degree is the answer so I think that even some college or high school students can still manage their finance effectively not until you aquire a degree

These days knowledge is easily accessible. There a YouTube videos that you can watch to help you manage your own personal expenses. You dont really need a college degree for that, if you have then its an added advantage.
