So I witnessed a scene where a man insisted that the excess of $0.5 that was deducted from his account u his bank wrongfully be refunded. The bank said they would refund it in 2 hours. The man was furious and said he would not leave the bank till they refunded it. The bank had to process the refund that moment. All that energy for $0.5.

Does $0.5 mean anything to you?
 
When you earn $0.5 over ten times, you are already talking of $5. That's how to approach it and know every cent is valuable.
 
If am not mistaken, in our local currency, $0.5 is around seven hundred naira, that amount is enough to take you from point a to b or at least buy a little data, it's important to me.
 
Every cent matters to me. I don't care how little it' is. Put back my money it was earned in a hard way

The second part of your post is the part that appeals to me. Maybe, he was just trying to make a statement to the bank for the future. Money is very difficult to come by. And one has to value every cent of it.
 
If it were 50 cents of dollars (or were there naira?), in my country, it's about an amount of 2,70. Considering the current exchange rate. With such an amount, we can purchase a loaf of bread and a bottle of water of 500 ml in my city. Or a 90 ml pot of yogurt. Well, it's not a shamefully big amount. You won't become rich. But in the case you are hungry and you only own 50 cents, you can purchase your breakfast, at least. Otherwise, if you own zero, you'll starve.
Money is very difficult to come by. And one has to value every cent of it.
Of course: even 50 cents can make the difference between starving and purchasing your breakfast.
