Well, they do not always tell what is up. It's not like you can tell exactly what is up by looking at someones' eyes, but certain stressors and issues in life, is reflected in the persons' facial and eye appearance. As an example, I've had people ask me "what is wrong", based on what they thought they could see in my eyes and how my face looked, but I was either tired or was just thinking.
