Some government employees do not want to get their own credit card, pay the credit card bill. Instead they are robbing the data of private citizens and then falsely claiming to own the credit card, to get great powers, monthly government salary at the expense of the real credit card holder, who is also criminally defamed. What is the best way to end the credit card fraud?

Don't generalize issue or accused government officials without know who is responsible for the offense. It is a crime to accuse people without prove. If you don't have prove on the allegations, you better stop or may be charged to court for defamation of character.
l think this is very tricky to handle. However every Government has their own way of handling fraudulent activities for sure.

It is sad to hear such unlawful behavior, and I am unsure who could be responsible for it. Nevertheless, I remain hopeful that these activities will soon be put to an end, and that justice will be served.
