If you have tried so many other means to reach them and you have not been able to, visiting their office should be the best option.

It appears that some powerful person wishes to block payment, almost a week later the refund has not been credited despite visiting the office and submitting documents.
That is very costly especially when you didn't plan to travel longer distances in search of services elsewhere due to communication failure for that matter.
