Fraudsters hiring gangsters to threaten fraud victims

Some online fraudsters have become extremely rich and powerful cheating, exploiting and robbing some online investors, workers. Now the online investors, workers making losses are complaining, so the online fraudsters are hiring gangsters to threaten the fraud victim, do fraud victims face this problem in your country?

There are a few cases like this but i have not really experienced much of this. What is the authorities doing about this?

I have reason to believe that a gurugram intelligence employee or her husband has hired the gangster to threaten or harm the online investor, whose data the intelligence employee robs to get great powers, monthly government salary.
