I sent money to somebody through electronic money transfer. And I have been debited. The person has yet to be credited. I have provided proofs of me being debited from my transaction history.

Am I the one to rectify the transaction? Did it go wrong from my end?
 
You as the sender should check or verify the delivery address, recipient name, whether it is correct, if there is an error in the account number you must go to the bank office to immediately withdraw the wrongly transferred money or the bank must contact the recipient to immediately return your money.
 
I think to be on the safer side, both parties needs to contact their banks. Let your bank know about the transaction, then the other person needs to let their bank know that they are expecting money.
