Full time employees faking online income, investment

The government agencies here are only hiring employees or housewives. So some well paid full time employees working in banks, human resources, hotels, housewives are robbing the data of single online investors, workers to fake online income, domain ownership and get monthly government salaries, while criminally defaming the online investor, worker paying all the expenses, doing all the computer/mobile work causing great losses to the real domain investor.
How can the real domain investor end the financial fraud of government agencies making fake claims about their employees who do not pay expenses, do not do computer/mobile work only rob data and get monthly government salaries at the expense of the real domain investor?

I don't understand this as it doesn't happen in my country but they need to stop defrauding the government it's bad
