Ethics and Anti-Corruption Commission (EACC) has revealed a massive ghost worker syndicate spanning six county governments, leading to an estimated loss of Ksh 600 million annually. In a report presented to Parliament, the EACC detailed how fraudulent names were inserted into payrolls using collusion between county HR officials and finance officers. The affected counties include Migori, Isiolo, Tana River, Nyamira, Bomet, and Turkana. "We have frozen payments and begun prosecution against 87 county officers.
