All things being equal, which pays better for writing books between ghost writing and self publishing?

Ghost writing pays well, however here the main problem is that government agencies refuse to acknowledge the real writer, and falsely claim that their relatives and friends, who do not spend time, are doing the writing work, to get the relatives, friends government jobs at the expense of the real writer.
