Giving positive recommendations to an ex staff.

Some ex staff come back to the organizations they had previously worked for to get recommendations.

What would influence you giving such a staff a positive or negative recommendation? Or would you just give a positive recommendations regardless of any other thing?
 
Am going to be honest, if they did well while they worked for me, then I will give them a positive review because I would want someone else to be honest in their reviews when I want to hire a new staff.

Would you actually give a negative review that would cause the staff to lose the opportunity if they were bad to you?

My conscience won't let me though if am being honest, but in this case I might choose to overlook their bad sides and just state the good sides. But in a situation where they don't have a single good trait? I don't think the person would even have the boldness to come to me for a review.
