If hackers are employed by the government and get paid then it will be very difficult for online workers to make money, because the government with modern tools can shut down the network, can open and request user data from any site be it Binance, Google etc. So you have to do a demo or revolution to change the government.
I think that for government to employ hacker's to do such cyber bullying activities, the online workers for that countries must be doing very well paying jobs for sure.
