He completely refused to serve the customer because it was closing time and he was closing. Was that right?

This guy runs a restaurant at the city centre. His closing time is 7pm. On this particular day, a customer arrived the restaurant at exactly 7pm, and wanted to order food. The business operator said it was closing time and he wasn't serving anyone. He actually didn't serve that customer.

Was that right?
 
I don't see anything wrong with this. They have a closing time so he simply sticked to it. Next time that same customer would come around that time hoping to get food again.
 
I just hope he was polite and nice about telling the customer that he has closed. And not rude about it.
