I have never heard of resignation interview in my many years of paid employment. The guy has submitted his resignation and he is to be paid his last salary.

But right now, his boss says that he must attend a resignation interview. What is resignation interview? What does it signify?
 
In my experience, the idea of a resignation interview isn't very common, but it can be useful in certain contexts. Essentially, a resignation interview is an opportunity for the company and the employee to talk openly about the employee's departure. It's a space to gather feedback, understand the reasons for resigning, and, in some cases, clarify details related to leaving, such as administrative or emotional issues. Personally, I don't think it should be mandatory if the employee has already submitted their formal resignation and received their severance pay, because it can feel like an unnecessary formality or even awkward. However, for the company, it can be useful for improving processes or identifying potential internal problems. Ultimately, it's not something that should be mandatory, but it can be beneficial if done with good intentions and respect.
 
Resignation interview would give the company a clear road map as to why it's staff leaves the company for better working environment or better incentives and salaries. However it shouldn't be mandatory. Most companies would use that opportunity to try convincing the resigning staff to continue working at the company under better and well communicated terms.

It is true that a maze resignation interview can help a company find out why people are leaving and find direction to improve the work environment or incentives, but it should not be mandatory because some people do not want to talk anymore once they have decided to leave. Many companies use this opportunity to try to convince someone to stay on better terms and with clear communication, but at the end of the day, the choice remains with the employee themselves.
 
In the general sense, this is he company creating an avenue to know what went wrong and how they could improve and do better. Feedback is very important in any organization, it should be done deliberately and not wait until they loose an effective staff.
