High School as a business: Should parents have the right to determine fees?

Throughout my days in high school, fee increment was never something that the parents had a say in. The board of the school decided that.

The school would just have to effect the fees increment and explain to the parents why the fees has to be increased. Not making the parents decide. I am talking from the point of view of the business owner.
