How can a painter constantly have jobs?

I have a neighbor who is a trained and a professional painter. But the guy is struggling big time because he doesn't have a steady flow of jobs. He is lucky to have two jobs in a week.

For the job of painting, what can a pro painter do to get jobs all the time?

When buildings are just being started, the painter should go and pitch his services to the contractor and the owner. If he does that regularly, his business would go far.

The painter has to do constant advertising and networking. There are lots of new buildings under construction, you can start letting them know what you can do.
