How do you control the rate at which your business hires staffs?

I have realised that most business organisations do hire workers now and then but they end up hiring and hiring because hired people leave the job due to low pay and other adverse working conditions. So how do you go about on curbing that?

If the employee turnover rate is high, management should think about what causes that. Probably because of low salary, poor working conditions.

I think businesses should employ staffs on better terms. Like paying better salaries, offering working incentives and good working conditions for sure.
