How do you handle a situation where a staff leaves your organization without notice and is working for a direct competitor?

In my country staff is made to sign contracts of employement. There's a clause that states that an employee has to give three months notice or less they owe the company threee months pay. This makes it really hard for employess to just ghost employer's.
 
That kind of staff lacks manners. She might be lured with a better pay that lead her to temptation. It's also hurts but that staff cannot escape her karma. I doubt if she can look at the eyes of her previous employer.
Yeah some people are like this. They don't care and are very selfish. it is to just let them go that's it
