He is probably doing that to make people think highly of him, so they would say he is generous but in reality he does not care about anything.
I agree that the person spreading fake rumors is an expert in manipulating public opinion, he is spreading the fake help rumors only to improve his own reputation, when actually he is not interested in helping at all and wishes to harm or cause losses.
That's right they are looking for ways to paint themselves good when they are bad. it is to upiift their reputation
