In your opinion, shouldn't cultures be receptive to foreign influences?

When I refer to external influence, I mean the influence of others who are not descended from them or from that particular culture. Since time can perform awful experiments and such a culture can simply change 100 percent in many years, many individuals will want to alter it to suit their style and possibly their own culture. This is quite harmful in the long term.
