India says top Pakistani government officials attended burial of killed terrorists.

The Indian military has released the names of some government officials of the Pakistan government that attended the burial of terrorists killed in the reprisal attack it (India) had done in Pakistan.

Some of the government officials that attended include Senior Pakistani military officials and the Punjab Inspector General of Police, Attendees included Lt Gen Fayyaz Hussain, Major General Rao Imran, Brigadier Mohd Furqan from Administration, Usman Anwar Pakistan Punjab Legislator and Malik Sohaib Ahmed.

Is this an indicator that the Pakistani government is backing the terrorists?

The truth is that Pakistan as a country are sympathetic towards the course of the terrorists and would subtly back them. B

Well if they are truly backing these terrorists, i won't be surprised in anyway. Most of these terrorists are usually backed by top persons or organizations.
