Government authorities in the Islamic Republic of Iran has announced the lifting of the ban on WhatsApp and Playstore as moves to remove Internet restrictions gets into top gear.

This means that the citizens can now use WhatsApp and Playstore without the use of a VPN.

Am pretty sure even with the ban, most of the citizens still have access to these services through the use of VPN.
