Every business organization that recruits new staff always have a period of orientation for the new staff. During this period, the new staff might just be required to learn organizational safety protocols, sign paperwork and watch training videos.

Should organizations pay for this?

A business is required by law to pay staff for orientation as far as it is mandatory for the staff to be available.
