Is being frugal with money the same thing as being stingy? Where is the difference?

When people see someone that is financially frugal, and always really hesitant to spend money, they always conclude that the person is stingy.

Where is the line between being frugal with spending money and actually being stingy? Is it the same thing?

I think frugality is about questioning the need to spend money while stinginess comes from a scarcity mindset.
