Is it legal for websites to collect emails without explanation on how they would be used?

Websites do collect email addresses of users and potential users. It is reasonable for site to explain to the user how their email addresses that the site collects would be used.

Most sites don't put the users in the loop to how collected email addresses would be be used. Is that an illegal practice?

By law, every website is supposed to be very clear on how the emails they collect would be used. And the user must give clear consent to that usage.
