Is it possible that a service provider is valued based on his dressing and appearance?

Some business people put in so much energy and efforts to dressing and looking good. They say it is all for the business. Is it true that looking good as a service provider impacts the value a customer would place on you? Is it not your skills that should determine that?
 
Psychological, physical appearance equally give signal that the service provider is serious, mental ready for the job. But unfortunately, it is not always like that. Physical appearance can be deceitful and misleading sometimes!
 
If you turn up as a plumber to my house dressing corporate, I would negotiate with you with more regards.
