Is it possible to get top jobs in your country strictly on merit?

In my country, the top jobs that pay well and give comfortable livelihood don't come by merit. People have to either buy the job or get it through the connections they have. Do people get top jobs in your country strictly by merit?

Corruption have eaten deep into the psyche of Nigeria. Honestly, you can't get well paid job without bribery or connection. A lot of graduates with merits are moving around doing nothing and the highly connected get the well paying jobs!

It's still possible but rare, i have seen a few rare cases where they got the job simply on merits, but it's a lot more common for people to buy their way in which is so sad.
