Is the concept of decentralization vague in the crypto market?

We have heard them say that crypto is decentralised financing. I thought that by that concept, it meant that crypto is not under control of anyone. But the concept of whales in the crypto market seems to negate that. Is the concept of decentralization a vague one in the crypto market? Or it means something else?

The concept of decentralization in crypto implies that you would be able to send money and receive money without intermediaries.

Crypto is still decentralised. It is a market and several factors including government actions are bound to affect it.
