Invariably, there are some people that can't afford a modern smartphone and are stuck with an old phone that is running android 4 or thereabouts. Typically, such phones would have very old versions of browsers.

Is there anything that can be done from the site design end that can make those old browsers able to access a site?

I believe something can be done from the site design end that can make old browsers able to access a site. One of the ways to do this is by building sites for older browsers and then adding enhancements for newer browsers.

It is a really dicey affair having to manage to accommodate people that use old browsers. Maybe, if you use clean coding, it would help the old browsers to interpret better.

Even if you are using very old smart phone, the browser you use would be on updated version.

Nowadays, it is very difficult for older browsers to access sites that are built with CMS. I don't think there is much a site developer can do.
