Keeping job applicants on standby in case a staff resigns?

Some organizations don't tell job applicants directly that there is no vacancy available. They would invite the candidate for an interview and keep him or her on pending with the promise to call back the candidate. They only get to call the candidate when a staff leaves the organization.

How are they even sure that the applicant that was on standby would be available when a staff quits and they need to replace?
