Land encroachment in India

There's eviction drive going on in my city since a week. The people evicted are actually encroachers. The people evicted are not all poor there are lot of small shop owners who have encroached government land just because the cost of land here is quite high. However nobody has got the right to encroach. As for the poor the government can allot them land at a subsidized rate but those who are capable of purchasing land shouldn't be shown any sympathy.
They are actually slums that are being erased. Actually these slums have actually become hubs of criminals. This is one reason of eviction maybe but the main reason is development of the city.
What's your opinion about encroachers?

There are laws against encroachments in India but some people go against the law as they don't have to pay for the land.

This is why the authority should be firm with their decision making to avoid this.

The government should be active about enforcement of law. If they monitor illegal construction these problems never arise.
