Messaging forum members with money making offers

Many forums do not allow members to post their links on the forum. In this case should a member looking for registrations for his or her money making site/app message other members with the offer.

I believe even if the forum does not allow you post your link directly, you can still talk about the forum, those who are interested can always send you a DM or ask you to send them a DM containing the link.
