Latvian authorities have instructed 841 Russian nationals to depart the country by 13 October, according to reports from Latvian television.

This directive follows amendments to Latvian immigration laws that came into effect in 2022, which introduced stricter residency requirements for Russian citizens. Under these rules, Russians wishing to remain in Latvia must apply for permanent residency and demonstrate sufficient proficiency in the Latvian language for everyday communication. Applicants are also subject to security screenings.

The 2022 legal changes affected approximately 25,000 individuals. Since then, about 16,000 Russian citizens have been granted permanent residency, while 1,000 have received temporary permits. Those who have not secured either type of residency are now required to leave Latvia. This information was reported by Latvian television on Sunday evening, citing the country’s immigration authorities.

This move by the Latvian authorities reflects how immigration policies are becoming stricter, especially in complicated geopolitical contexts. The 2022 immigration law changes have affected thousands of Russian citizens, and the obligation to demonstrate language proficiency and go through security checks appears to be an attempt to ensure more controlled and monitored integration. The measure to expel those who have not complied with the new requirements appears to be aligned with the intention of strengthening national security. These types of decisions are always delicate, but they respond to a context of greater international tension and adjustments in internal policies.
