Must a restaurant sell drinks also?

I was eating in a restaurant when a fellow customer asked for a regular soft drink. You could see how disappointed the customer felt when the restaurant owner told him they don't sell drinks.

Is it a must that a restaurant must sell drinks alongside food?

Of course not, the many types of restaurants mean that not all restaurants have to sell regular soft drinks, even in New York they will fine restaurants that sell soft drinks with high sugar content.

Some people prefer to eat their food with a drink. Offering them that option to buy a drink alongside food would make them more satisfied.

Some restaurants don't sale drink while some sell. It depends on personal preference or additional funds that is needed to boost the business. As far as i know, there is no law that enforces or against it.

Most restaurants here also sell drinks, as customers expect beverages to be available. It is hard to eat without something to drink or it is less enjoyable for some people. Hehe.
