Must every content have a "Call to Action"?

A "Call to Action" seems like the inevitable end of every content. It is like every content marketing piece must have it to be right. Must every content meant to promote a product or business always end with "Call to Action"?

I think it depends on your reason for making the content in the first place. Comedy contents do not have a call to action.

If you are selling, your content needs to have a call of action, if you are providing information, and have nothing to sell, there is no need for CTA

It don't have to be like that. I can write infromations about football game between Real Madrid and Barcelona. I don't sell anything but at end I can have poll where users give their oppinion about winner.

Does not bother you when you have many modals? I rather choose pop up ads. At least I know admin want earn some money. I hate when I start read content and after 10 seconds first modal show, then later another.

This depends on the kind of contents that you are putting out. I think sales content or business content especially needs call to action
