Neighbors falsely claiming ownership of empty house

In some places, neighbors are falsely claiming to own empty houses, especially if the home owner is living in another state and does not visit the home often. They do not have any legally valid papers, yet they are using the real estate fraud to also commit banking fraud and get government jobs. Is real estate fraud a major problem for home owners who do not live in the home they own?
