In the last few months I have noticed that only high status citizens are allowed to write in some places, others are expected to keep quiet or allow others to falsely take credit. Have you noticed this trend?

No, it's not happening in my place and in the entire country. There will be riot in case it happens. No one is above the law, local and national.

I don't think this is happening here, but then again it's pretty much how the world we live in is run, only those of high statues are given face in the society.
