No, I have never come across any such site. I won't like to experience it. I always join site when someone shows me the evidence of the payment otherwise I don't.

Of course yes. I have one similar app that behaves exactly the same as the one you are highlighting. I think that are some automatic marketing generated messages being send to all the users/ subscribers for a service.
