Regulation of local crypto exchanges

While the local crypto exchanges have benefited from the ban on top foreign exchanges, some of them are openly cheating customers, refusing to credit the payment asking for national id of the sender for a small amount. Is there any government agency in your country to prevent large crypto exchanges from cheating customers of their hard earned money?
