Risk of doing a job for investors

Investors who have some savings are being harassed, targeted for identity theft if they do not have a job, especially if they are investing in domains. Why are investors expected to take up a job, which is risky for investors from poorer communities with dishonest corrupt leaders/officials who do not defend innocent investors?
