There is a higher instituion that I know where the lecturers are not a on a fixed income. The school sets a certain rate for any class the lecturer takes. And then, they pay the lecturer the total of the number of classes they have taken for the semester. How do you see this strategy to pay staff?

It has it's advantages and as well it's disadvantages. This would make the lecturers always attend classes, then again it might lead to them fighting for extra classes, and give out low quality teaching simply out of being burnout.

A school that operated this model, the Head of Department allocated more classes to himself so that he can obviously earn more.

Lol there will definitely be lots of cases like this, and it would also affect the students and they might not have time to learn other subjects or courses.
