There is a higher instituion that I know where the lecturers are not a on a fixed income. The school sets a certain rate for any class the lecturer takes. And then, they pay the lecturer the total of the number of classes they have taken for the semester. How do you see this strategy to pay staff?

It has it's advantages and as well it's disadvantages. This would make the lecturers always attend classes, then again it might lead to them fighting for extra classes, and give out low quality teaching simply out of being burnout.

A school that operated this model, the Head of Department allocated more classes to himself so that he can obviously earn more.

Lol there will definitely be lots of cases like this, and it would also affect the students and they might not have time to learn other subjects or courses.

This scheme of paying lecturers for each class they teach instead of a fixed salary has its advantages and challenges. On the one hand, it provides transparency and encourages efficiency. The teacher knows that the more he teaches, the more he is paid, and this can increase his motivation to work harder.

But there are also risks. Without a steady income, lecturers can feel financially insecure, especially during holidays or low school periods. This can affect morale and even the quality of teaching. There is also the challenge of planning the school budget because costs fluctuate depending on the number of classes.

At the university where I work, part time teachers are paid hourly but those full time regular teachers are paid with a basic salary plus extra load. Only part time and probationary teachers paid hourly. They can't have other benefits full time regular teachers avail.
