Sharp conflict broke out between local authorities and residents over generators in Belgorod, Russia

According to the report, residents of the Belgorod region have begun stealing cables and batteries from backup generators installed in case of power outages. Regional Governor Vyacheslav Gladkov called the incident a catastrophically large problem and ordered security at the facilities.

The report also stated that Deputy Governor Elena Dolmanova spoke about the difficult situation in the region. At a government meeting on November 1, she reported that residents in the Belgorod District stole a cable connecting a generator to a transformer substation intended for the Razumensky Children's Home. The cable was already cut, and if a generator is located in a yard or public space, there's no liability for its storage.

Gladkov was outraged by this situation. He reported that federal authorities had allocated 2.3 billion rubles to the Belgorod Region for the purchase of electric generators. He stated that if the generators were damaged, the heads of municipalities would be responsible for purchasing new ones. Gladkov also proposed that they be officially responsible for this problem.
