Should a boss arrive for a staff meeting before or after everyone is seated?

Not intending to judge any perspective though. It is different for bosses and business leaders, the time they might want to arrive a staff meeting they had called. Some bosses prefer to come before the scheduled time while others come after everyone has seated. For me, I arrive latest 5 minutes before the scheduled time. When do you think a boss should arrive for a staff meeting? Before schedule or after everyone is seated?
 
Ethics as an employee who will attend a meeting with the boss must of course be present before the meeting starts or the specified time. so the boss does not need to wait for employees to attend, and as a boss will arrive on time to show discipline and seriousness in working.

It is necessary to come earlier at least to set example. Employees tends to follow the footprints of the employer. If the employer use to be punctual, it is likely that the staffs will try to meet up with time.
 
It is a shame for an employee who comes late during a meeting. The usual procedure is for the employees to be already seated before the boss speaks. Those who are late will be seated at the far end. They will have a thick face if cross the line.
 
In my country the bosses are the last persons to arrive at the meetings especially when all the people are already seated there.
This is still not bad as it shows respect as the subordinates are already seated and waiting for their superior
